How did Roosevelt's attitude toward using the power of the federal government differ from Hoover's ideas?

FDR acted like a dictator, not a democratically elected President. He overrode the will of the US populace to stay out of WW2 by deliberately inciting and aiding the attack on Pearl Harbor. (Many will deny this, but how could that attack have been a surprise to the top br if they war gamed it twice before it occurred?).
