Did British parliament or Queen Victoria grant Canada independence?
I'm just wondering whether it was Queen Victoria or the British Prime Minister who had the authority to grant Canada independence in 1867, not to mention all the other commonwealth nations. Is it the monarchy or parliament that has control over that?
