Who's responsible for approving the quality of our cookwares and their accessories?

I have these farberware plastic spoons that are flaking. I never noticed these up until I took a closer look while washing them. I just talked to the farberware company about this issue and she said that they don't use any materials that won't be safe to ingest. So, she basically said that, oh.. your tdoddler is fine. there's no harmful materials that's in that plastic spoon. THAT'S THE MOST RIDICULOUS ANSWER I HAVE EVER HEARD! I called them to let them know that these spoons shouldn't be out there anymore. Who knows, there might be other people using the same type of product as this and they don't know that they're flaking. oh by the way, she also said to call the doctor about this, so i told her.. what???? the doctor doesn't have anything to do with this. It's their product that needs to be out of there.
